To participate, when practical, possible and feasible, aircraft operators are advised to use the following measures: J et aircraft operators are asked to depart using the NBAA departure procedures for each aircraft. These procedures specify that aircraft cut power to a lower power level during departures.

The procedures are established per aircraft type. The areas off both ends of the runways, and to both the north and south of the airport are noise sensitive. These areas all contain residential development, along with other noise sensitive uses. Pilots are asked to avoid over-flying noise sensitive land uses to the extent possible, consistent with the safe operation of the aircraft. Nighttime operations are especially intrusive to noise sensitive uses surrounding the airport and every effort should be made to avoid over-flying such uses during nighttime hours.

Engine Run-up Policy is established. North Field Departures heading southbound from Runways 10R and 10L are advised to turn right towards the Bay to avoid flying over San Leandro residential areas.

Pilots of small cargo aircraft departing from South Field and flying VFR are advised to make a left degree turn and fly over the airport when heading east to avoid flying over residential areas neighboring the airport. North Field Noise Abatement runway signs are installed. Pilot Sound Insulation Program of four homes in noise impact area is implemented. Runway 12 nighttime Quiet Departure is developed.

An airport noise management website is implemented — WebTrak, a near-live flight display on the Airport website. Additional remote noise monitor terminals are installed.
