We disagree. Our report distinguishes between the responsibilities and actions of the Secretary General and the Security Council; when both entities are responsible, our report refers collectively to the UN.
We also fully discuss how the Security Council's inaction facilitated oil smuggling to neighboring states in violation of UN sanctions. Moreover, the diffusion of responsibility among multiple UN entities was a major structural weakness of the program and contributed to unclear authority, manipulation, and weak oversight. We also believe that State underestimates the importance of a control framework that, if in place, would have identified the program's vulnerabilities and established clear lines of authority for responding to the program's mismanagement and corruption.

All remaining UN international staff in Iraq were evacuated on 18 March and the President of the Security Council asked the Secretary General to submit proposals to adjust the mandate of the Oil-for-Food Programme so that it would have flexibility to meet new humanitarian challenges presented by the prospect of war in Iraq. On 19 March , the war in Iraq began with the bombing of Baghdad and on 20 March , the Secretary General pledged to do his utmost to ensure that the UN rose to the challenge of shielding the civilian population "from the grim consequences of war.
A resolution was adopted unanimously by the Security Council on 28 March adjusting the Oil-for-Food Programme and giving the Secretary-General authority to facilitate the delivery and receipt of goods contracted by the Government of Iraq for the humanitarian needs of its people.
On 24 April those provisions were extended to 3 June. The extension under resolution , gave the Office of the Iraq Programme and UN agencies, valuable time to identify and ship additional goods and supplies.

United Nations Secretary-General Kofi Annan has praised the Oil-for-Food Programme for accomplishing one of the largest, most complex and unusual tasks ever entrusted to the Secretariat.
In a statement to the Security Counci l 20 November , he noted that the Programme, which closed on 21 November was the only humanitarian programme ever to have been funded entirely from resources belonging to the nation it was designed to help.
Under the Programme, nine different United Nations agencies, programmes and funds developed and managed humanitarian operations in Iraq, meeting the needs of the civilian population across some 24 economic and social sectors. He noted that the actual delivery of these items would continue well into next year and that any unspent or undispersed amounts would be transferred to the Development Fund for Iraq after the Programme closes.
